It looks like he has fish. Not enough to feed a family. the fish looks small.

I believe the chicks have hatched in this nest. Yesterday, the parents appeared to be feeding them and I heard what I think was the babies. The nest is high, so until the kids pop their heads up and look around, I can't tell for sure.
